Hong kong - 22 September 2025,
The Drainage Services Department (DSD) of Hong Kong has awarded ATAL Engineering Limited a HKD 4.63 billion contract for the Relocation of Sha Tin Sewage Treatment Works to Caverns - Electrical and Mechanical Works for Sewage Treatment Facilities and Associated Works, a historic infrastructure development. The agreement, which was signed on September 22, 2025, is among the biggest engineering projects in the history of wastewater management in Hong Kong.
Project Synopsis
A major project to improve the city's sewage treatment capacity and environmental resilience while freeing up valuable land for
urban development is the relocation of the Sha Tin Sewage Treatment Works (STSTW) to caverns. In order to support cutting-edge sewage treatment operations inside specially constructed rock caverns, the project entails the design, supply, installation, and commissioning of sophisticated electrical and mechanical systems.
The Electrical and Mechanical (E&M) works package will be managed by ATAL Engineering Limited, which will guarantee the delivery of reliable, energy-efficient, and ecologically sustainable systems to manage large-scale wastewater treatment in cramped underground areas.

Project Significance
One of the first examples of sustainable urban planning is the Sha Tin STW's relocation to caverns. Hong Kong is reclaiming more than 28 hectares of surface land for community use, urban redevelopment, and green areas by subterraneanizing large-scale treatment facilities.
The government's emphasis on utilising local expertise in high-tech engineering solutions, particularly in projects requiring complex system integration, automation, and energy optimisation, is demonstrated by the E&M contract given to ATAL Engineering. Additionally, the move will strengthen Hong Kong's sewage management system's overall resilience, lessen its negative effects on the environment, and improve odour control.

urban environmental engineering and offer insightful information about how densely populated cities can strike a balance between
sustainable land use and infrastructure growth.
To sum up
An important turning point in Hong Kong's efforts to develop sustainable urban infrastructure has been reached with the award of the HKD 4.63 billion E&M contract to ATAL Engineering Limited. Hong Kong's standing as a world leader in sustainable city development is strengthened by the Relocation of Sha Tin Sewage Treatment Works to Caverns, which serves as an example of creativity, environmental responsibility, and engineering prowess.
