Hong Kong has advanced a critical public infrastructure upgrade with the award of a major capital works contract for the Ngau Tam Mei Water Treatment Works (WTW) Extension, a long-term project designed to significantly enhance fresh water supply capacity and system resilience in the Yuen Long District.

The contract forms part of Hong Kong’s ongoing investment in strategic water infrastructure to meet future population growth, urban development, and climate resilience needs.

Project Overview and Scope of Works

The awarded contract covers the extension of the Ngau Tam Mei Fresh Water Primary Service Reservoir, modifications to the Raw Water Tunnel Junction (Chamber G), and extensive associated mainlaying works. The project is registered under Public Works Programme (PWP) No. 9382WF and is currently under implementation.

Key components of the contract include:

  • Design and construction of a freshwater primary service reservoir with a storage capacity of 54,000 cubic metres, along with associated civil and structural works

  • Design and construction of a 0.6-kilometre-long tunnel with vehicle access, incorporating raw water mains, connection chambers, a ventilation building, tunnel portal, and related facilities

  • Design, laying, replacement, and rehabilitation of fresh water trunk mains between Ngau Tam Mei Water Treatment Works and Castle Peak Road - Yuen Long near Pok Oi Interchange, with a total length of approximately 6.7 kilometres

  • Additional associated and enabling works to support system integration

Strategic Benefits and System Improvements

Upon completion, the project is expected to deliver substantial improvements to Hong Kong’s water supply network:

  • Increase water treatment capacity to 440 million litres per day (MLD)

  • Provide civil provisions for future expansion to 640 MLD

  • Strengthen raw water conveyance and fresh water distribution systems

  • Enhance supply reliability for Yuen Long and surrounding areas

These upgrades are critical to ensuring long-term water security in the New Territories, particularly as demand continues to rise.

The consultancy services for the project are being provided by Ove Arup & Partners Hong Kong Ltd, a leading engineering and design firm with extensive experience in large-scale water and civil infrastructure projects.

Overall project oversight is handled by the Consultants Management Division of the Water Supplies Department, which is responsible for ensuring technical compliance, progress monitoring, and quality assurance.
