BACKGROUNDLao WHO Country Office (WCO) has requested specific support to the regional office to conduct a comparative analysis of changes in practices and attitude of local implementing agencies towards inclusive and equitable community healthcare through the initiative. As this analysis follows a policy scoping review of equity-promoting policies in Lao PDR, this comparative analysis will examine to what extent the CONNECT workshops are aiding local implementers to translate national policy guidance into equitable local action, compared to their capacities before the CONNECT initiative. The analysis extends to assessing how villagers perceive change (or non-changes) in terms of equity and inclusion in the communities. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITYThe consultant is expected to undertake a comparative analysis of changes in practices and attitude amongst local authorities in promoting inclusive and equitable community healthcare as part of the CONNECT initiative.
