Hospital Authority Part A Equipment Requirement 1. General Description 1.1. This EOI exercise calls for the Supply and Installation of Cabinets, Biological Safety and Laboratory Hoods, Chemical Fume for Redevelopment of Grantham Hospital (Phase 1), Hong Kong West Cluster, Hospital Authority. (M) 1.2. The product required in the EOI: Item 1: 1 set of Cabinets, Biological Safety, Class I for L1/F, Department of Pharmacy Item 2: 3 sets of Cabinets, Biological Safety, Class II for L4/F, Mycobacteriology Laboratory Item 3: 1 set of Cabinets, Biological Safety, Class II for LG1/F, Department of Clinical Oncology Item 4: 4 sets of Cabinets, Biological Safety, Class II for L5/F, Department of Pathology, Cytogenetics and Genomics Laboratory Item 5: 6 sets of Laboratory Hoods, Chemical Fume for L5/F, Department of Pathology, Core Laboratory and Cytogenetics and Genomics Laboratory Item 6: 1 set of Laboratory Hoods, Chemical Fume for LG1/F, Department of Clinical Oncology Item 7: 1 set of Laboratory Hoods, Chemical Fume for L4/F, Mycobacteriology Laboratory (M) 1.3. The offer may be considered and accepted on an itemized basis. (M) Item 1: 1 set of Cabinets, Biological Safety, Class I for the Non-Sterile Hazardous Drugs Room (Negative Pressure), 1/F, Pharmacy, GH 2. General Description 2.1. General Requirements 3.1. Performance requirements 3.1.1. The cabinet shall provide personnel and environmental protection for the preparation of non-sterile hazardous drugs according to USP 800 or equivalent requirements. (M) 3.1.2. The cabinet shall meet the standards of NSF/ANSI 49 or EN 12469 or equivalent. (M) 3.1.3. Cabinet shall maintain a minimum inflow velocity of at least 75 feet/minute. (M) 3.1.4. The cabinet shall have plenums under negative pressure. (M) 3.1.5. The cabinet shall have a permanent positive pressure plenum with quick release supply filter removal. (M) 3.1.6. The cabinet shall have the control system to automatically compensate the airflow due to saturation of HEPA filter(s) and blocking of the air path in working area, and this to maintain the cabinet airflow according to the standard stated in clause 3.1.2. (M) 3.2. Exhaust 3.2.1. The airflow of the cabinet shall have 0% recirculated and 100% exhausted through HEPA filter within the cabinet. (M) 3.2.2. Exhaust from the isolator shall be discharged outside of the building, away from windows, walkways and air intakes for other HVAC systems. (M) 3.2.3. A non-return damper is required so that the exhaust air will not return back to the room when the cabinet is switched off. (M) 3.2.4. The manual air tight damper, anti-blowback valve, and all necessary accessories for connecting the ducted cabinet to the hospital exhaust duct system shall be provided for each ducted cabinet. They shall be from the same manufacturer of the cabinet. (M) 3.2.5. The tenderer shall state clearly all services required for the smooth installation and operation of the equipment in particular electrical supply, steam supply and exhaust air arrangement. The tenderer shall highlight any deviation so that it can be considered during evaluation. Tenderer shall provide all necessary information and parameters with this tender for cleanroom design, design and balance exhaust / supply HVAC requirements. The successful tenderer shall be responsible to connect the equipment from the termination points of the building services provisions. Hard duct shall be used for connecting the cabinet and hospital exhaust duct system for external venting. The diameter 350mm of 3.5mm polypropylene tube and fume exhaust fan with flow rate at 500L/s and 1500 Pa static pressure are allowed in tender. (M) 3.2.7. The cabinet blower shall be interlocked with the building exhaust fan. (M) 3.2.8. The cabinet shall utilize EC (Energy efficient) motor(s). (M) 3.2.9. EC impeller shall be mounted on the clean side of the HEPA filter for ease of service. (M) 3.3. High-efficiency particulate air (HEPA) filter and prefilter 3.3.1. The cabinet shall be standard installed with prefilter to prevent dust, dirt and particles entering the HEPA filters. (M) 3.3.2. There shall be sodium permanganate plus activated carbon, or charcoal as prefilter. (M) 3.3.3. Prefilter of at least type G3 grade in compliance with EN 799 or equivalent. (M) 3.3.4. Exhaust HEPA filter with at least 99.99% efficiency at 0.3 micron. (M) 3.3.5. There shall be Dual / redundant exhaust filters with at least 99.99% efficiency at 0.3 micron. (M) 3.3.6. The cabinet shall have a "bag in bag out" system for filter removal and replacement. (M) 3.3.7. The cabinet shall allow front filter removal without disassembly of the control panel and sliding window tracks/hardware. (M) 3.3.8. The filter load capacity shall have at least 250% (M) 3.4. Dimensions 3.4.1. External: Shall be between Width: 1200-1400 mm; Depth: 600-750mm; Height: 1200-1400 mm. (M) 3.4.2. Internal workzone: Shall be between Width: 1050-1250 mm; Depth: 600-700 mm; Height: 670-850 mm. (M) 3.4.3. Tenderer shall specify the dimension provided: External dimensions: ______mm(W) x ______mm(D) x ______mm(H) Internal dimensions: ______mm(W) x ______mm(D) x ______mm(H) (M) 3.4.4. The cabinet shall have a at least 200mm work access opening. (M) 3.4.5. Removable stainless steel airfoils are provided on the bottom and sides of work access opening for optimal containment performance. (M) 3.4.7. The cabinet shall be easily transported through a standard 850 mm wide door without disassembly. (M) 3.4.8. The tenderer shall provide the detailed product specification drawing and cut sheet with dimensions for the cabinet with this tender / EOI. (M) 3.5. Design and construction 3.5.1. The work surface shall be made up of single-piece of stainless steel of at least grade 304. (M) 3.5.2. The inner liner and the side walls of the cabinet shall be made of crevicefree polycarbonate panels or stainless steel of at least grade 304. (M) 3.5.3. The outer case of the cabinet shall be made of polycarbonate, epoxy or powder coated mild steel or stainless steel of at least grade 304 or equivalent materials. (M) 3.5.4. The cabinet shall have double wall construction to make all contaminated areas be under negative pressure to improve leak protection and prevent contaminated air from escaping from the cabinet into the surrounding area in the event of damage to the cabinet walls. (D) 3.6. Floorstand and footrest 3.6.1. Each cabinet shall come with a telescoping adjustable stainless steel base stand with leg levelers, and the installation shall be included. (M) 3.6.2. Adjustable stand for standard working surface heights of at least covering 765 to 910 mm with increments of 50 mm or finer (M) 3.6.3. The floor stand for the cabinet shall be made by the manufacturer of the cabinet and made of powder coated or painted steel or stainless steel of at least grade 304 or equivalent materials. (M) 3.6.3.1. Preference will be given to stainless steel floorstand of at least grade 304. (D) 3.6.4. The cabinet with the levelling floor stand shall be installed in the designated area of pharmacy with ceiling height 2700 mm. The tenderer(s) shall provide detailed information and plan to prove that the cabinet can be installed for such ceiling height. (M) 3.6.5. Each cabinet shall be provided a removable, adjustable and ergonomic footrest. (M) 3.6.6. The cabinet shall have an arm rest for comfortable arm placement and working position of the operator (M) 3.7. The front viewing screen shall provide a transparent and clear view to the work area and be free from any “ripples” effect due to unevenness of the material. The screen shall also be free from any scratch on delivery and after installation. (M) 3.7.2. The material for the viewing screen shall be as such that the clarity of the screen shall not be affected by alcohol and common cleanroom and household cleaning agents. (M) 3.7.3. The cabinet shall have an electrical sliding sash front window which will automatically stop at safe operating height when starting up. (M) 3.7.4. The front window shall be angled at at least covering from 5 to 10° to allow ergonomic work position of the operator and to reduce glare. (M) 3.7.5. The cabinet hinged front viewing panel is clear of at least 6mm polycarbonate or tempered laminated safety glass. (M) 3.7.6. The hinged front window of the cabinet shall be designed to allow full opening of the entire work area for easy cleaning and disinfection of all interior surfaces of the cabinet, and loading and unloading of large items.
