  • Expression of Interest are invited for Supply and Installation of Patient Tagging Systems for New Block Redevelopment Project. Queen Mary Hospital. Hong Kong West Cluster. Hospital Authority 2.2. The system shall be virtually free from false triggering. (M) 2.3. The system shall safeguard against radio frequency interference and will not cause any interference to the medical equipment and pacemakers. (M) 2.4. The elements of the system shall have proven track records in a Hong Kong hospital environment and shall be verified free of causing any interference to sensitive hospital equipment. (M) 2.5. The system shall be approved by the Office of the Communications Authority (OFCA) unless exempted from OFCA-s licensing requirement. (M) 3. Door Monitor Equipment 3.1. Sufficient quantity of door monitor Strips should be provided to prevent wandering for the specified doors at Wards depends on the way of protection. (M) 3.2. The door monitor strips with sensors should be installed at either side of the doors or close to the doors depends on the way of protection (M) 3.3. Each door monitor strip shall be assigned or changed with a unique code / tag / name to enable the Control Panel to differentiate the location of the monitor / sensor among all other door monitoring equipment at other locations. (M) 3.4. The door monitor strips shall be activated a visual and audible indication when it is triggered by the presence of a patient wristband with tag within detection area. It shall also be able detect the tag at low battery status and transmits the signal to the Control Panel. (M) 3.5. The audio level of the audible alarm should be at least 83dBA. It should be able to switch On / Off. (M) 3.6. Each door monitor strip shall emit light indications when the alarm is triggered. Up to 6 LEDs shall be equipped on the strip for alarm notification. Additional one LED for door lock and one LED for unit status. (M) 3.7. The door monitor strip will provide local alarm, and send alarm signals to Control Panel. (M) 3.8. The operating Frequency should be 920MHz (O) 3.9. The door monitor strip housing, should be ABS (UL-94 HB, flammability grade or equivalent, please specify:________) (M) 3.11. The door monitor strips are adjustable with six detection range settings from 1.0 meter to 3.0 meters (M) 3.12. The door monitor strip should have Digital Signal Processing (DSP) or equivalent technology which helps to ensure the performance in high noise environment. (M) 3.13. Connections are to be provided for this security system to initiate application of electric door locks so as to prevent a patient from leaving and shall be timed to be automatically release after resetting the system. (M) 4. Alarm trigger / by-pass / second level security 4.1. The system will keep alarming for at least 10 seconds upon reset when the tag inside the detection area of the system. (M) 4.2. The system could be temporary allow the tag by-pass or reset via an authorized operator with the use of reset transmitter or On/Off key switch close to the desired door. (D) 4.3. Once the Baby Tagging System triggered, second level security products can be activated depends on Hospital requirement (external alarm, door lock, etc.) (M) 4.4. The second level external alarm should be reset by using a combination keypad with a staff unique passcode at desired location or a magnetic fob (M) 4.5. The Baby Tagging System with different sounder volume setting (M) 5. On/Off Key Switch and Combination Keypad 5.1. On/Off Key switch shall be connected with door monitor strip close to the door for turning on and off the system. (O) 5.2. If a second level security is required during system trigging, a combination keypad shall be connected with door monitor strip for resetting the alarm and releasing door locked. (O) 6. Antenna/Node for Signal transmission 6.1. The system shall have adequate quantity of antenna / node for long range signal transmission and boosting for full coverage of ward areas. The Baby Tagging System antenna is operating at 920MHz frequency with power input 100-240VAC (50-60Hz). (O) 6.3. The system shall receive signals from wristband transmitter and transmit signal to the Control Panel. (M) 6.4. The signal transmission shall manage and allow other wireless alarm signal to Control Panel (M) 7. Power Supply and cabling 7.1. The System equipment include Door Monitor Strips, sensors, antennas, where applicable, should be powered from System Power Supply Units with a rechargeable backup battery to provide a minimum of 4 hours continuous operation in the event of an AC mains supply failure or connected to Hospital Emergency Power Socket or equivalent. (M) 7.2. It is a suitable 12v dc regulated power supply with distribution in compliance with required extra low voltage (elv) standards. (m) 7.3. single phase mains operated system power supply unit should be fitted with a power plug suitable for the site condition. the plug should comply with relevant standards (e.g. bs1363 for 13a plug). (d) 7.4. system elv power distribution shall be via 1.5mm single cables. for secure operation of the system, all system power and data cables shall be arranged in β€œloop” format. (d) 7.5. the maximum rating for relay output contacts should be 1a if there has door lock integration (d) 8. control panel 8.1. control panel with pc monitor display shall be provided with a build-in management software and with a touchscreen monitor will be located at the nurse station (m) 8.2. the system has function of review, export alarm history and specific date selectable for history viewing sorted by time, device type, id, response times and more can be exported for analysis and reporting (m) 8.3. the system compatible for future expansion with other monitoring system such as fall management system and nurse call system (m) 8.4. the system has unlimited capacity of call points and wide (m) eoi ref.: hkwc-t022/21(p-qmh) page 15 of 103 clause specification m/d /o yes no (provide details) (please tick as appropriate) range of sensors can be added to and reconfigured with ease. 8.5. the system has fast backup and instant recovery features safeguarded your data and minimize downtime in case of an outage or other reasons (m) 8.6. the control panel at nurse station shall be able to transmit and receive signals for long range transmission with associated equipment at specified locations. (m) 8.7. all alarm signals triggered from the door monitor strips at the wards shall be sent through network cable and displayed at the control panel with pc monitor display at the security office (m) 8.8. once the alarm is triggered it will immediately show on the console panel, with corresponding colour and alarm tone according to htm 08-03 or equivalent (m) 9. reset control unit 9.1 the reset control unit located at the nurse station to reset the alarm on the door monitor and main console. (m) 9.2 individual button to reset the alarm activated from individual door. (m) 10. wristband security tag 10.1. the weight of the tag should be in small size, light-weight and not be more than 25 grams to ensure the comfort of patients. (m) 10.2. the frequency range of the tag should be 920mhz (o) 10.3. the tag shall have at least a 3-axis antenna inside to provide optimized performance. (d) 10.4. the shelf life of the tag shall not be less than 1 year if condition under 15∘c-32∘c (60∘f-90∘f), 30-80% rh and 48 months storage in sleep mode (m) 10.5. the tag should be water proof. please specify the ip rating (or equivalent): _________________ (m) 10.6. the material of the tag shall be abs (ul-94 hb, flammability grade or equivalent, please specify:________) (d) 10.7. the tag shall be white in colour to facilitate easy marking and identification of patient data if required. (d) 10.10. the tag shall be programmable to enable switching on and off for users, where required and in response to particular operational requirements. (m) 10.11. it shall be functional checkable using a tester unit to allow operator to carry out regular checks of its performance. (m) 10.12. it should have optional deactivator to deactivate the tag. (m) 11. tester unit and reset transmitter 11.1. the tester unit shall receive and display codes from security tag, include battery status and from door monitor strip in alarm state. (m) 11.2. the tester unit shall be able to reset and test door monitor strip status. (m) 11.3. the tester shall be easy-to-carry size and with battery operation. (m) 11.4. the reset transmitter shall be handy, similar to a wristband transmitter for ease of carrying. (m) 11.5. the reset transmitter shall deactivate the door monitor alarm for a permissible time of at least 15 seconds for β€œescort” feature.
