• Description:
• Expression of Interest are invited for Supply and Installation of Telephone System for Alice Ho Miu Ling Nethersole Hospital (“Ahnh”) & Tai Po Hospital (“Tph”) New Territories East Cluster (“Ntec”) Hospital Authority (“Ha”) 2.1.1. The Technical Specifications call for the design, supply, delivery, installation, configuration, (M) testing, commissioning, training, documentation, system migration, warranty during DLP and maintenance of the ITS. 2.1.2. The scope of works shall cover the supply and installation of ITS which includes PABX and various sub-systems as specified in this Technical Specifications a 4G and 5G mobile network infrastructure with reference to the Schematic diagrams (289352-T-S-001, 289352- T-S-002). (M) 2.1.3. The scope of works shall include all labour and materials necessary to form a complete installation, configuration, testing, commissioning and maintenance as prescribed. It shall include not only the major items of equipment shown or specified but also all the incidental sundry components necessary for the complete execution of the works and for the proper operation of the installation, configuration, testing and commissioning, and system migration and changeover, including the necessary labour, whether or not these sundry components are mentioned in detail in this document. (M) 2.1.4. The Supplier shall co-ordinate with the appointed FTNS operator(s) on the provision of telecommunications trunk lines (IDA, CO, DDI, etc.) and telephone numbers and, to enable a smooth implementation progress of the new ITS. (M) 2.1.5. The mobile system described in the Technical Specifications shall refer to 4G and 5G mobile network infrastructure. The mobile system shall provide full radio coverage at the AHNH&TPH premises for voice and data communication. (M) 2.1.6. The mobile system shall be a common antenna / repeater system to allow at least one (1) additional 4G and 5G mobile services operator to provide their wireless communication services in AHNH&TPH. The mobile system shall provide voice call priority and SMS priority. The service priority, when activated, shall guarantee immediate and uninterruptible network access / connection of all mobile accounts subscribed by the AHNH&TPH in the project during network congestion. (M) 2.1.8. The network and base stations of the mobile system shall be equipped with sufficient voice channel capacity to support all hospital mobile voice call under normal traffic conditions. (M) 2.1.9. The PABX System shall include the PABX main equipment, power supply system, UPS, VMS, VLS, IVRS, CaMS, ACD, FMI and the associated cable containment, cabling and wiring cabinet installation. (M) 2.1.10. The Supplier shall include the supply and installation of metallic frames (plinths) to support the PABX equipment, wireless telephone systems, batteries, power supply system and other accessories to be installed in the PABX rooms as required. The metallic frames are intended to raise the equipment off the floor slab to avoid damage in the event of flooding, and shall not be less than one hundred and fifty millimetres (150mm) in height unless otherwise specified. (M) 2.1.11. The scope of works shall include the replacement of the Call centre Application Server (Alcatel-Lucent Call Centre Supervisor Application) in the SOPD of AHNH to be part of the ACD of the new ITS. This shall include, but not be limited to the co-ordination with existing Call centre Application contractor and SOPD related staff on specific requirement. All the costs for the ITS connection shall be included. The total cost quoted shall also include all one-off costs or third-party costs payable to the third-party vendors. All the components required for successful delivery of the project and services shall be supplied by the Supplier without any additional costs to the Hospitals. 2.1.12. The scope of works shall include all labour and materials necessary to form a complete installation, testing, commissioning and maintenance as prescribed. It shall include not only the major items of equipment shown or specified but also all the incidental sundry components necessary for the complete execution of the works and for the proper operation of the installation, testing and commissioning, and system reconfiguration, including the necessary labour, whether or not these sundry components are mentioned in detail in the Technical Specifications. (M) 2.1.13. Upon contract award, the Supplier shall coordinate with the Hospitals and conduct detailed site surveys to ascertain the site conditions, equipment, cable containment and its capacity and cabling installations in the AHNH&TPH. The Hospitals will arrange site visits and briefing sessions for the Supplier in due course. The main cable containment shall be provided by the Hospitals. The Supplier shall be responsible for supply and install of cable containment including but not be limited to the following: a. The cable containment system (e.g. trunking, trays, conduits) inside the PABX Rooms at AHNH and TPH; b. The cable containment system (e.g. trunking, trays, conduits) inside the MDF Rooms at AHNH and TPH; c. (OPTIONAL) The cable containment system (e.g. trunking, trays, conduits) from the designated locations for active 5G antenna to the locations hosting the corresponding active 5G RRU, BBU etc.; d. Supply and installation of fire-stopping materials / fire-rated sealant and the sealing of holes when cable containment penetrates through walls and slabs; and f. All cable containment designed and installed shall provide not less than forty percent (40%) spare capacity for future expansion. 2.1.14. The Supplier shall be required to take responsibility for the liaison and coordination with the Hospitals for the site installation and co-ordination work to ensure smooth implementation of all necessary building services works (e.g. power points, air conditioners, trunking and conduits etc.) which shall be carried out by the Supplier for the installation of the ITS. (M) 2.1.15. The Supplier shall be deemed to have obtained all necessary information concerning the site conditions which may affect or influence their tender to be fully aware of the scope of works involved. The Supplier shall also identify any potential installation problems that may degrade the system performance and advise any necessary course of action in their response to the Tender document; otherwise the Supplier shall be deemed to accept that the installation environment is suitable for the ITS to perform its function in the Technical Specifications. (M) 2.1.16. The work shall be coordinated smoothly with the works of other parties working on site including but not be limited to the FTNS operators, the EMSD and the AHNH&TPH. (M) 2.1.17. The Supplier may be required to work outside office hours, including weekends and public holidays, without additional costs. Working areas shall include but not be limited to the AHNH&TPH. The Supplier shall carry out these works at no extra cost and shall bear all third-party testing and installation costs. 2.1.18. The Supplier shall shall submit a system migration and changeover plan which shall aim at completion of the whole system changeover within 6 hours. The exact time shall be agreed with the relevant Hospital Representative. The changeover process shall have a minimum service interruption to the hospital operations at a time approved by the Hospital. The changeover plan shall be well documented, communicated and approved by the Hospital before implementation. The plan, before implementation, shall be walked through and demonstrated to the satisfaction of the Hospital. Any additional costs / third-party installations & testing costs incurred shall be included in this Tender. 2.1.19. The Supplier shall provide training on the ITS and its sub-systems to end-users. (M) 2.1.20. The Supplier shall provide anchor fixing, hanger, support framework for all equipment and all system components. All mounting support details with necessary structural calculation shall be proposed and submitted for approval of the Hospitals. (M) 2.1.21. The Supplier shall be responsible for ensuring that the final installation is in full compliance with all requirements and regulations of relevant Government authorities.
