• Description:
• Tenders are invited for Trunk Road T4 and Associated Works. Description: The scope of works of the contract mainly comprises the design and construction of a new road link between Shing Mun Tunnel Road/Tsing Sha Highway and Sha Tin Road. The new road link involves the construction of viaducts, underpasses and at-grade roads. Other associated works include construction of footbridges, installation of noise barriers/enclosures and construction of associated roads, drainage, sewerage, geotechnical and landscaping works. The contract is scheduled to commence in the fourth quarter of 2023 and will take about 54 months to complete. Remarks : Submission of Applications Completed prequalification applications shall be submitted not later than 12:00 noon on Friday, 27 January 2023 and addressed to Chief Engineer/East 1 at East Development Office, Civil Engineering and Development Department. The application shall be placed in the Tender Box situated on 8th Floor, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon. Tenders must be deposited in the tender box as specified in this tender notice ("Specified Tender Box") before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted. If tropical cyclone signal No. 8 or above is hoisted, or a black rainstorm warning signal or "extreme conditions after super typhoons" announced by the Government is/are in force at any time between 9:00 a.m. and 12:00 noon on Friday, 27 January 2023, the closing time will be postponed to 12:00 noon on the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the "extreme conditions after super typhoons" announced by the Government has/have ceased to be in force. In case of blockage of the public access to the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on Friday, 27 January 2023, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department (http://www.info.gov.hk/gia/general/today.htm). Remarks a. The tender to be invited is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction. b. Confirmed contractors on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category or joint ventures with participation of local and/or overseas contractors with at least one of the participants or shareholders being a confirmed contractor on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category, who also meet the following requirements and other qualifications and conditions for participation stipulated in the prequalification documents are invited to apply for prequalification:- (i) The applicant, or the participants/shareholders collectively in case of a joint venture applicant, has undertaken at least one completed construction contract involving road and drainage works with an adjusted original contract sum not less than HK$1,500 million in or outside Hong Kong within the past 15 years counting from the original date set for the close of receipt of prequalification submission; and (ii) The applicant, or the participants/shareholders collectively in case of a joint venture applicant, has undertaken at least one ongoing or completed Design and Build contract with an adjusted original contract sum not less than HK$1,500 million in or outside Hong Kong within the past 15 years counting from the original date set for the close of receipt of prequalification submission. (The adjusted contract value shall be the original contract value being adjusted to current price level as stipulated in the prequalification documents.) In case of a joint venture applicant, the requirement in either paragraph (1) or (2) below has to be satisfied:- (1) the lead participant or major shareholder is a confirmed Group C contractor included in the List of Approved Contractors for Public Works under the Roads and Drainage Category; OR (2) the lead participant or major shareholder is a contractor who is not enlisted in any service category under the List of Approved Contractors for Public Works and the List of Approved Suppliers of Materials and Specialist Contractors for Public Works. In this case, (i) the total percentage participation of participant(s) or shareholder(s) who is/are confirmed Group C contractor(s) included in the List of Approved Contractors for Public Works under the Roads and Drainage Category is at least 40%; and (ii) the percentage participation of the lead participant or major shareholder is no more than 60% The detailed requirements for joint ventures with participation of local and/or overseas contractors, if applicable, are stipulated in the prequalification documents. c. Contractors not yet on the List of Approved Contractors for Public Works in Group C under the Roads and Drainage Category may also submit a prequalification application if they submit a request for participation together with a duly completed application for inclusion in the abovementioned approved list/category by 10 January 2023 to Chief Engineer/East 1 at East Development Office, Civil Engineering and Development Department, 8th Floor, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon, meet the qualifications and conditions for participation, and the application for inclusion is duly approved on or before the date set for the close of receipt of prequalification submission. Not more than five (5) applicants will be selected for tender invitations in accordance with the evaluation criteria stipulated in the prequalification documents. g. The Government of the Hong Kong Special Administration Region reserves the right to reject any application and to negotiate with any applicants about the terms of their offers.
